Kinsinger Environmental Consulting

KEC manages projects for a private developers in the U.S. We provide full-service environmental project management and planning with responsibilities that include:

  • Representing clients at Development Plan Review (DPR), Planning Commission & City Council meetings
  • CEQA Environmental Documents (IS/MND/EIR), public meetings & comment response
  • NEPA FONSI/EIS Biological Assessments & incidental take permit negotiation
  • Consistency Analysis for Habitat Conservation Plans, local, state and federal regulations
  • Technical studies including: Biology, Cultural Resources (CR), Acoustics, Traffic, Air Quality / GHG / Energy, SWPPP, WQMP
  • Permitting with U.S. Army Corps of Engineers (USACE) and California Department of Fish and Wildlife (CDFW) & Streambed Alteration Agreement (SAA) and signed Memorandum of Agreement (MOU)
  • Mitigation lands acquisition, agreements and negotiation
  • Monitor and manage project entitlement progress using interactive Gantt charts apps

Debbie Kinsinger – Founder and Principal Scientist

Ms. Kinsinger founded KEC in 2003 with the goal of guiding land developers through the entitlements process from project siting to grading plan permitting and site preparation. As an Environmental Planner / Project Manager specializing in California Environmental Compliance she leads KEC in coordinating engineering and environmental compliance plans in the development of NEPA/CEQA Environmental Impact studies. Ms. Kinsinger works closely with her clients assisting them in navigating the entitlements process with a range of potential options and a clear understanding of the entitlement costs and project fees in advance of making irretrievable commitments of resources.

Ms. Kinsinger’s clients benefit in negotiations with agencies and regulators from her background as both the developer’s representative and an agency regulator who has conducted thousands of environmental investigations including: jurisdictional waters and wetland delineations, biological studies and focused surveys for sensitive, threatened and endangered flora and fauna.

Jeff Fitzmayer – Consulting Geologist

Key roles and responsibilities included investigations and remediations of sites with soil, soil vapor, and groundwater contamination issues along with munitions response sites with hazards related to munitions and explosives of concern (MEC). The RCRA Facility Investigations that Jeff managed ranged in size and scope and included large and complex sites contaminated with chemical warfare agents (CWA). He successfully managed munitions response projects from the early Site Inspection phases all the way through Remedial Investigation/Feasibility Study and Remedial Design/Remedial Action stages. He has been the primary author of numerous technical reports covering a wide range of environmental contamination issues. These documents included planning and writing hydrogeological and groundwater contamination assessments and long-term groundwater monitoring plans for multiple DoD facilities in Utah. All of these projects were characterized by high degrees of safety, professionalism, and a strong adherence to budget and schedule. Jeff has an excellent record of being a technical expert for soil/groundwater contamination issues and for munitions response (MMRP) operations and planning. This includes a foreign assignment in Libya to plan and lead an on-site environmental site assessment at a remote military installation where the US State Department was assisting in the demilitarization of Libyan chemical weapons. He has also worked in other challenging areas of the world, including Bolivia, Indonesia, New Guinea, the Philippines, and Northern Alaska. Prior to receiving his education, Jeff was a US Marine and is the proud oldest sibling of five Marine brothers and an Army medic sister.

Mr. Fitzmayer is a registered professional geologist (PG) in California and Utah and holds both a Bachelor’s and a Master’s Degree in Geology. He is certified for completion of the US Army Corps of Engineers and Navy Facility Engineering Command course on Construction Quality Management for Contractors and he is a State of Utah certified UST Groundwater and Soil Sampler. Jeff is also a member of the Society of American Military Engineers (SAME) and the Association of Environmental and Engineering Geologists (AEG).

Dave Mitchell – Consulting Air Quality Analyst

Dave brings 29 years’ private and public-sector experience in air quality and greenhouse gas analysis, and air quality and land use planning for projects in the San Joaquin Valley and all parts of California. Dave provides air quality and greenhouse gas analysis and technical reports meeting California Environmental Quality Act (CEQA) requirements for a wide variety of project throughout California. He also provides regulatory assistance for air quality regulatory compliance, Rule 9510 – Indirect Source Review, Regulation VIII – Dust Control Plans, and limited stationary source air quality permitting.

He is a contributing member in local and regional chapters of the Association of Environmental Professionals (AEP) and American Institute of Certified Planners (AICP).

CeCe Aguda – Consulting Environmental Planner and Editor

Cece has 20 years of experience with consulting firms in multiple states preparing reports for wetland delineation and permitting, created wetland design and water quality monitoring, biological studies, NEPA documentation, site development, hydrologic analysis, stormwater design, and Spill Prevention, Control and Countermeasure Plans (SPCCP). She has coordinated with multiple state and federal agencies and has worked with several Native American tribes throughout the western states on environmental, planning, and engineering projects.
